Some phone systems change an empty caller id (anonymous call) to the "fake" number +266696687 which could translate to +ANONYMOUS (check the letters on your dialing keypad!) It's a technical effect and has nothing to do with the caller. It could be a call center and it could also be your Aunt Mary who decided to "hide caller id" when doing calls.
